Hierarchy  in  the  identifier  has  its  meaning,  for  example,  it  will  be  helpful
in  access  control  since  the  ACL  can  be  based  on  identifier-block.  On  the
contrary,  the  flat  identifier  will  burden  the  firewall  with  a  lot  of  the  ACL
configuration  tasks.
 
 
It seems that this issue always exist when end host roams?
 
No, the identifier will remain unchanged during roam since it's location-independent.
