CGA Use with HBA in Shim6 IETF Meeting July 10, 2006



Per Chair and WG Discussion,

The current IPR for CGA use of HBA issue is as follows for the WG to
consider.

Assume or imagine CGA is pervasive tomorrow on all nodes, devices, and
sensors. The current IPR states that if any entity asserts any patents,
even if unrelated to any IETF or even networking products on the patent
holder then the CGA patent holder can assert their patent claims on the
entity.  That is rather broad and scary for us to accept as use for
Shim6 if it is broadly used.

Recommendation: For now remove HBA and the use of ULID security
specifying HBA and leave it as work to be completed that avoids this IPR
problem with CGA.  Suggestion is to simply embed ULIDs within the data
payload with new option and secure all communications at least for now
for IP layer communcatiions with IPsec encryption based on locator pair.
Separating the movement of Shim6 to proposed standard from the issue of
ULID security using HBA.

This could be an IETF Last Call issue presented to the IESG.
