Nabil and all,
I posted draft-ietf-tewg-diff-te-reqts-02.txt today so people can start 
looking at it.
It does not reflect the comment you were refering to above, since I don't 
think we have an agreement on it. If we get to some agreement very quickly, 
we could always adjust the draft if necessary and repost.
