I disagree with this generalisation. There are scenarios where
this may be true, but there are others where application level
proxies or edge servers may make more sense.

The 6net project is exploring both of these approaches. It's 
too soon to draw conclusions, but I hope we will get enough
experience with both to learn which scenarios make sense.
