Hi Fred,
A couple of general comments.
1. It might be worth incorporating the relevant recommendations
from RFC 1900, by value or by reference.
2. Along those lines, I think you need to say more about finding
and fixing the places where IP addresses are embedded in
configuration files, network management systems, and specifically
in QOS and security systems (e.g. diffserv filters or firewall
rules). This will be the hard part.
