Chair Changes in v6ops

itojun hagino has asked to step down as co-chair of the v6ops wg in
order for him to have time to pursue his new duties as a member of
the iab.  itojun, congratulations and sympathies on your new
position, and thank you for your efforts in leading the wg.

pekka savola has agreed to serve as co-chair of the v6ops
effort, along with margaret wasserman and bob fink.  thank
you, pekka.
