I don't agree. There is a significant difference between the Teredo
Server role and the relay. Relays simply forward packets and that is
not an issue for us here.

This is not our concern and cannot be what we have to do is build specs
that work for the task at hand. In the applicability statement that can
be done on all specs as health warning.
