There are certainly tradeoffs both ways, and I can see the advantages 
(and disadvantages) of both approaches.

It just seems that there is a lot of rather generic text, which needs 
polishing as it isn't really accurate etc. -- it becomes a pain to 
ensure that every change which is done is reflected everywhere.

The document is already pretty long, and would become longer still.
Repeating similar material is a significant contributor to this.

But, yes, each section being complete in itself is a useful
characteristic.. there are just downsides to that as well.
