This is not really correct: the specification allows router X to send
out A::/64 (and only this one) and router Y to send out B::/64 (and
only this one).  See Section 6.2.7 of RFC2461:

   Note that it is not an error for different routers to advertise
   different sets of prefixes.  [...]

(This isn't going to be changed in 2461bis for that matter).
