This assumption is wrong. DOCSIS (2.0 & 3.0) modems are defined as simple
bridges for both IPv4 and IPv6. There is an additional spec, the "eRouter"
that define a minimum optional implementation of IPv6 routing, so you'll see
two types of products, bridges & routers.
