For domestic subscribers (i.e. the mass market for
CPE) this simply isn't an issue. Each time they restart
the CPE they will get new addresses via SLAAC; that's no
different than getting new v4 addresses via DHCP.
It's a matter of total indifference whether they get
an RFC1918 address, a public v4 address, or a v6 address,
for the mass market user. As long as it works.
