This was not meant as a data point in the same problem space - this is the differenciation between "smaller enterprises do not necessarily need to go the IPv6 PI / RIR space / BGP route" and "larger enterprises will very likely do this anyway". Larger enterprises (just picking a random example: "cisco", "microsoft") typically want multiple upstream providers and full control over their routing. Which today seems to mean BGP.
