I submitted a new version (01) of the draft that is available at:

Here is the change-log since version 00:
- - Language improvements and typo as reported in this mailing list.
- - Improved the 32 vs 16 bits ASN construction of addressing (section 3).
- - I removed most of the marketing stuff on the policy section as it  
was not relevant for this group.
- - new IPR requirements.
