I see how my comment used ambiguous language. I meant to say that A) I do not see how RFC 4294 and draft-ietf-6man-node-req-bis-02 prohibit CPE routers from sending RSs and processing RAs, and B) I *do* see where draft-wbeebee-ipv6-cpe-router-04 calls for CPE routers to do exactly that.
