Perhaps, now would be a good time for me to reiterate my complaint that we don't have a good zero-configuration, stateless routing protocol built into ICMP6.  RA and RS are conceptually tied to the roles of default router and host, specifically, and they quite unsuitable for use in a model where a host on one prefix is also a router for another, delegated, prefix.

I'm inclined to think we should take the Route Information Option from RFC 4191 and define a way to add it to the Neighbor Advertisement message.
