Yes, that is right: As far as I could see from the index module
(mailnews.pl) an encoded subject is not decoded.  The --decode-base64
option is for base64 encoded message parts, the subject in question is
"q-encoded".

There was a question about it on namazu-users-en mailinglist[1] that
looks like the same problem.
