IANA considerations requirement in "AD Review of I-Ds" (http: //www.ietf.org/ID-nits.html)

As you may remember, Mike Heard brought up the discussion if
MIB documents really need an IANA Considerations section.

Discussion with Michelle and with Ned and Thomas have brought
us to consensus that such is not really needed if all that
needs to be done is to assign an OID somewhere in the MIB
OID tree. Unless any IESG member objects before Tuesday 8am
US Eastern, I propose that iesg-secretary changes the page
at: http://www.ietf.org/ID-nits.html with an update to 
section 1.3 2nd bullet, as follows:
                
OLD:

     o Required if the document requires IANA to assign or update
       values in an IANA registry before RFC publication.

NEW:
     o Required if the document requires IANA to assign or update
       values in an IANA registry before RFC publication.

       Note that for the assignment of just an OID for a MIB or PIB
       Module, no IANA Considerations section is required; it is
       sufficient to request such via a MIB/SMI or PIB/SPPI comment
       line, aka:

          ::= { mib-2 xxx } -- xxx to be assigned by IANA

In fact this has been common practice for many years already.
