discuss comments in (public) ID tracker

Folks,

Take note that a lot more of our email is going into the public ID
tracker than we might be paying attention to. I.e, if it relates to a
ballot, and iesg-secretrary is being cc'ed, it seems to be going into
tracker.

Not saying this is necesarily bad, but we need to be aware of it, as
not all of our email postings are  suited for public consumption.
