i believe glen zorn is essentially correct.  the document needs
fixing, and it probably should be standards track.  glen, thanks
for bringing this to our attention.

secretariat, please consider this document to be moved to iesg eval
with revised id needed.  i have so changed datatrucker.

bernard, would you please coordinate with the authors, and see if
we can we negotiate y'all fixing it and then requesting an ietf
four week last call for proposed?
