this is a feature of the tracker - it put things on the agenda w/o
dealing with the complex question of 'should it'
	the doc should be put on the agenda now if
		it is more than 6 days before an IESG call
		the ID is a returning document
		the ID failed the above tests before an IESG call and
			it is now after that call
		someone put a discuss on the ID on the last call

etc

Folks,

I checked the agenda box on a document yesterday and did not
expect to see it in the package - draft-dcsgroup-sipping-proxy-proxy...

I hope noone did any heroics to read it.  The note points out it is
not for this agenda.
