for what its worth - the 3rd boilerplate was put in to allow someone
to just publish an ID - there are people who want to do that

I thought the text was clear and in the years since it was put in
Ran is the 1st person who has apparently been confused by it
but his confusion means that more explanation is required and,
as Harald suggested, more explanation will be put into the copyright
clarification document
