Pedro,

this RFC became a Proposed Standard (the first level of the Internet standards process) in July 2002.
It was ineligible to advance to Draft (the next level) until January 2002.

In order to advance, someone has to show that all features of the standard have at least two interoperable implementations, as specified in RFC 2026, the document describing the IETF standards process.
If you write the authors and offer to help with the effort, I'm sure they'll appreciate it.

I suggest RFC 3339 become an internet standard ( you can see references
in www.wikipedia.org/wiki/UTC at the bottom).
