4	Review of the revised Y.qosar

A drafting session was held to incorporate the agreed materials and to
further expand the text of the initial draft. The meeting accepted the
output of the drafting session. Summarized below are the key changes in the
revision:

 	The term "QoS reference architecture" is replaced with "architectural
framework for support of QoS" to avoid the confusion that there is a
separate architecture for QoS. Accordingly, the draft Recommendation
assumes a new title: An Architectural Framework for Support of Quality of
Service (QoS) in Packet Networks.

 	To support certain reliability and availability requirements,
priority-based admission control is added and the building block for
prioritized traffic restoration is introduced. In particular, four priority
levels are identified for admission control with the top priority
exclusively assigned to emergency communications and three priority levels
identified for traffic restoration. Details for the priority levels are
specified in a new annex-i.e., Annex 1.

 	A new section on interactions among building blocks is added to identify
additional mechanisms, such as signaling, for supporting a complete QoS
solution.

 	In Section 5, to avoid confusion, the distinction between application
and network viewpoints has been replaced with a holistic overview of QoS.
In addition, references to G.1010, G.114 and M.1079 have been added.

The meeting also agreed to publish the revised Y.qosar as TD 44 (GEN) for
WP 4, in addition to WP 1, to keep WP 4 informed of the progress and
stimulate necessary cooperation. ------------------------------------
