suggestions for publicizing ID Nits

1/ send message like the following to wg-chairs after each IETF meeting

Reminder to IETF WG chairs:  To save time and pain please review all
Internet-Drafts and make sure they follow the guidelines in
http://www.ietf.org/ID-nits.html before you submit the ID to the IESG for
publication as RFCs.

2/ add the following to the auto-response at internet-drafts@ietf.org

Reminder to Internet Draft authors: Please review
http://www.ietf.org/ID-nits.html and be sure your draft adheres to these
guidelines before it is submitted to the IESG or RFC Editor for publication
as an RFC.
