Barbara Fuller joined the Foretec management team in 1999. Since that time she has managed numerous conferences including International World Wide Web conferences, International Python conferences, and INET. As project manager for these events, Dr. Fuller's responsibilities included developing and monitoring schedules of milestones and deliverables, responding to inquiries from speakers and prospective attendees, organizing and conducting bi-weekly teleconferences, preparing monthly activities reports, coordinating with vendors and other service providers, planning and directing the production of the printed program, and overseeing the project team and Web site designer.

Prior to joining Foretec, Dr. Fuller was employed by the MITRE Corporation where she accumulated more than 20 years of experience in coordinating, managing, and conducting multidisciplinary technical and operations improvement studies. Her accomplishments at MITRE are summarized below.

Project Coordination:

Coordinated and documented the activities of three advanced research projects in high-speed networking. Two of these projects involved multiple organizations.

  • Projects included:
    • A collaborative effort among 12 organizations in government, industry, and academia to build a wide-area networking testbed that could demonstrate real-time exchange of data at gigabit per second rates.
    • Two related efforts in all-optical networking, one involving three organizations, to implement local- and metropolitan-area networking testbeds based on an experimental optical crossbar switch.
  • Responsibilities included: Developing project plans and schedules; organizing, and conducting meetings; monitoring the progress of the work; verifying that interorganizational dependencies were satisfied; identifying and resolving problems; and preparing project summaries and reports.

Management:

Managed, on an associate basis, a department of 20 toxicologists, biochemists, chemists, and chemical engineers engaged in a variety of studies dealing with toxic chemicals in the environment.

  • Studies included assessments of: Transport and fate; human exposure, health hazards, and risks; methods of mitigating exposure; uses of and alternatives to chemicals facing regulation; and impacts of regulation.
  • Responsibilities included: Technical review and quality control of studies; training and supervision of first line managers; oversight of project schedules, budgets, and personnel assignments; review and selection of personnel; salary administration; setting and enforcing departmental personnel policies; communications and motivation; and maintenance of client relations.

Technical Studies:

Performed numerous and diverse studies in the areas of advanced information systems and environmental science. These studies involved gathering and organizing information, analyzing information for relationships and dependencies, and documenting findings and conclusions.

  • Advanced information system studies:
    • Assessed the adequacy of an Ethernet-over-fiber local-area network to support projected bandwidth requirements.
    • Determined the optimum configuration for implementing the client and server software of an X Window System application.
    • Designed a functional architecture (or user's view of the system) for an automated information system.
    • Demonstrated the use of a Macintosh multimedia workstation for routine applications (e.g., preparation of multimedia briefings) in a command center environment.
    • Designed and implemented an interactive SuperCard-based system for presenting intelligence information to subjects participating in a pilot command center human-in-control experiment program.
    • Implemented a SuperCard-based rapid prototype of an interactive subject screen for a pilot command center human-in-control experiment.
    • Developed a work plan for activities related to the acquisition of a command and control system for the National Missile Defense program.
    • Developed a functional description of command and control for National Missile Defense.
  • Environmental science studies:
    • Evaluated an on-line metabolism estimation program to supplement traditional approaches to predicting the metabolism of new chemicals.
    • Assessed the relevance of direct bladder exposure studies to the prediction of carcinogenic risk in humans.
    • Evaluated short-term renal toxicity tests to predict functional impairment.
    • Reviewed the health effects of asbestos.
    • Assessed ethylene oxide as a medical product sterilant.
    • Ranked 650 organic chemicals according to their potential for release to the environment from production facilities.
    • Evaluated existing wood preserving technologies and possible alternatives.
    • Conducted air pollution assessments of trichloroethylene and tetrachloroethylene.
    • Analyzed the transport and fate of polychlorinated biphenyls and endrin in the environment.
    • Analyzed the environmental impact of maintenance dredging activities.

Operations Support:

Conducted and collaborated on studies for middle and upper management in the areas of human resources, quality control, and organizational restructuring and process improvement.

  • Human resources studies:
    • Developed practices and procedures for hiring staff.
    • Developed practices and procedures to reduce sick leave usage.
    • Determined deficiencies in secretarial support and recommended corrective measures.
    • Identified factors to be used in performance assessment, and valid uses of the performance ladder.
    • Determined how rewards within the corporation influence behavior.
    • Identified differences in treatment between men and women within the corporation.
  • Quality control studies:
    • Developed guidelines for ensuring that new work is appropriate and that the required personnel and resources are available.
    • Developed guidelines for managers on how to perform high-quality reviews of technical reports.
    • Prepared recommendations for a Vice President regarding how to improve the quality of written products prepared within his Division.
  • Organizational structure and operations studies:
    • Participated in a team effort to determine if and how a technical division should be restructured.
    • Participated in a corporate technical operations process improvement team to identify strategies for making operations more effective and efficient.
    • Identified issues that must be addressed to facilitate coordination and cooperation between a not-for-profit company and its for-profit spin-off.
