In ccamp we have this situation, 3 documents:
- a terminology document
- functioonal description for X
- protocol X 

They want the last two to be stds track.
And those two do normative reference to terminology document.
Does that mean that the terminology MUST be stds track too?
I thought it would be OK to have terminology be informational, no?
