3.5: should a receiving machine verify that the packet was sent with
the link-level broadcast or multicast flag? Should the source address
be one that's legal on that wire? Why TTL=1 instead of TTL=255?
The Security Considerations section seems to say "maybe we'll do
security some day". At the very least, it should make mention of the
SEND effort for IPvy6.
