Barry succeeded Vint Cerf as DARPA PM for the Internet program, around 1984, and it was Barry who was responsible for reorganizing the ICCB into the IAB and its task forces. This included a pair of task forces that later were merged to become the IETF. So, one could say that Barry was the Father of the IETF. Barry was a very competant Computer Scientist/administrator. While at DARPA he worked closely with Dave Clark, with the Internet research community, and with the early US government supporters of the Internet (the FRICC) to provide wise technical guidance during the critical early years of the Internet.
