modification to the Guidelines to Authors of Internet-Drafts

Dear IESG:

The Secretariat is requesting a small modification to the "Guidelines to
Authors of Internet-Drafts."  Specifically, the Secretariat asks that
the
following instruction be added to the Guidelines:

"Please use only lower-case letters in I-D filenames."

Some authors are inconsistent in the use of capitalization, and such
inconsistencies make it difficult to reconcile the various versions of a
draft.
