I'm on my way out the door, so I can't check things thoroughly now. But 
I think that draft-ietf-ipsec-modp-groups-04.txt is wrong; it should be
draft-ietf-ipsec-ike-modp-groups, which is in the RFC editor's queue.
The aes-ctr draft is in Last Call Requested state.
