A while back (before the ID-tracker) we asked for the ability to attach ballots to informationals, so that we could keep track of ADs' "important" comments.

This sometimes works still, and I think it should - if an AD has objected strenously to a document, we should not forget that even if the AD misses the call where the doc is on the agenda.

But it doesn't happen all the time.

	I did ask for an IETF Last Call for the document, really just
to see if anyone would read it and respond.  Did that trigger a
ballot for it?  Do we really need one?
