1.1 says "Terms in ALL CAPS are defined in [1]." The very first
sentence in Section 2 says that CN is defined in [2].
The Security Considerations section is rather weak, bordering on
imaginary. But the one it points to is decent, so I won't insist on
this one being strengthened.
