New liaison to the IAB from the IESG: Bert Wijnen

After two years of service, Erik Nordmark has requested replacement as IESG 
liaison to the IAB.

The IESG has asked Bert Wijnen <bwijnen@lucent.com> to take over the role.

I'd like to take the opportunity to thank Erik for his excellent work in 
this role over the last two years, and to welcome Bert in the role.
