Dear RFC Editor,

Alex Zenin responded back saying that the draft was discussed in the last IESG
and that he was going to send me IESG recommendation. I just looked up
"Documents under IESG review" under the IESG web page and found that 
the above draft is listed under "DNP - Waiting for AD note". Does DNP stand
for "Do Not Publish"? If so, is DNP the IESG recommendation on this draft?
