Returning document: draft-ietf-ccamp-tracereq-02

Randy had raised some "squibbles" last time that he got from
the ops-directorate. The new revision 02 addresses (at least
some of) those squibbles, and my understanding Randy and
the ops-directorate person (who raised the "squibbles") are
now OK to pass this document. It is going for Informational.

Pls put back on agenda for today, so we can (hopefully) approve.
