I believe this should be approved. But you may need to take it to
the plenary in Vienna, since there will certainly be pushback.

There's a typo on page 5:

s/is is/it is/

I think the Q & A section should be transformed into slightly
more formal language as a 'Rationale' section, but I have
no quarrel with the substance of the Q & A.
