Your suggestions make sense - here's the consolidated text.  I added 
the phrase "for informational purposes" to your last sentence.  The 
author says that his draft documents vendor solutions that are in the
in the field now, which is why I say informational rather than archival.

If everyone is alright with this, what's next?  I'm heading for the
airport soon and am not sure when I'll be online depending on the wireless
accommodations tonight.  I think Jon should send a copy to the PWE3
chairs when we have settled on it, just to make sure they are apprised.

The IESG has consulted with the PWE3 WG chairs about the
relationship of this document with the work of the PWE3 working group.

The PWE3 WG moved beyond draft-malis-sonet-ces-mpls-05.txt as the base
for one of its chartered documents, draft-ietf-pwe3-sonet-01.txt.  The
WG's chartered draft contains much material meeting requirements
(security, congestion avoidance, IP IP support as well as MPLS) not
envisioned by draft-malis-sonet-ces-mpls-05.txt,  because of the WG
charter and the working group interoperabilty discussions going on.
Leaving aside the charter requirements, the documents have the same
subject matter.

Publication of draft-malis-sonet-ces-mpls-05 at this time would therefore
constitute an end-run around the IETF process.

The IESG therefore finds it advisable that
draft-malis-sonet-ces-mpls-05.txt  not be published at this time.

Publication after the working group document is published, for informational
purposes, if the author so desires, would not present a problem.
