Yup, you need an "rss aggregator", it's not meant to be directly
consumable.  You could try

http://soapclient.com/rss/rss.sri?uri=http%3A%2F%2Frtg.ietf.org%2F%7Efenner%2Fiesg%2Flastcall.rss&requestname=RSSGet&B1=Get+News

if you don't have a desktop widget like Harald mentioned.
