Just my guess, but this soon after stepping down from the IESG, yes.
Give him a year or two as a private citizen and I think that'll
change, but right now the vocal paranoids would see it as a sideways
transfer from one position of power to another, and the easily
confused wouldn't be completely sure that the paranoids were wrong.
