Financials of the IETF - 2002 figures and 2003 budget

I have now made the 2002 figures and the 2003 budget visible as part of 
http://www.alvestrand.no/ietf/chair/

I have a few problems copying them into the IETF web servers, but am 
working on that. So they should be public soon.

Same format as last year.
