Please help me understand the status of this document.

According to the Data Tracker, this document was put into the 'Approved - 
announcement to be sent' state on 2003-04-04.  Why isn't it in the RFC 
Editor queue?

IEEE 802.11i will include a reference to this document.  We are not causing 
a problem yet, but if it continues to sit, then we will have to ask for 
expedited processing to assign an RFC number.  I would prefer to avoid 
imposing on the RFC Editor.
