IPsec is protecting host-to-host traffic. One premise for this work is a
desire to retrofit networks, which already have VPNs deployed, with
Mobile-IP capability; and to do so without replacing the deployed VPN
solution. This becomes more complex than deploying new nodes which can
handle Mobile-IP and IPsec within one box - for which the exixting
Mobile-IP and IPsec RFCs are sufficient.
