Steve,

The second paragraph of the IANA Considerations sections
seems unclear.  Are they asking for a registry to be 
created or not?  Is this related to the work that Paul
Hoffman is doing for this.  Either way, I think it should
be revised to be more clear.

I'd be happy to take a look at a revised version when available.

   In addition, the ISAKMP payload types currently don't have a IANA
   registry, but needs one. KINK defines its payload constants as a
   sequential set of integers from KINK_ISAKMP_PAYLOAD_BASE to
   KINK_ISAKMP_PAYLOAD_BASE+7.
