This document was put out to the IETF for a "call for input"
in July, and this revised version addresses the comments
we received.

However, looking at the data tracker, I don't think we ever
explicitly pointed it out to the IESG as something we were about
to publish.

Bert has brought this up in the general case; we're working on
trying to make sure the IESG is given at least as much heads-up
about "impending publication" as the general IETF community
for IAB documents in future.
