in recent years, the practice has been that the IAB appoints liaisons; the IESG sometimes suggests names, and it's rare for the IAB not to agree.

That makes sense to me (and leaves me/IESG off the hook when a liaison resigns and we have to look for someone else :-)

Hmm, this seems confusing to me, and perhaps another reason why other SDOs are having a hard time communicating with IETF. If neither body has sole responsibility for appointing liasons, then there is no group/individual with a map of who is talking to what group, and therefore in a position to help faciliate the communication when things go off track. I wonder if there is any way this could be simplified without putting in place a heavy weight process? Or perhaps there is some informal process in place that I'm not aware of?
