I have drafted an RFC Editor Note to resolve Bert's DISCUSS on this 
document.  Bert agrees that it resolves his concerns, and he has cleared 
his DISCUSS.  I have updated the write-up in the I-D Tracker to include the 
RFC Editor Note.
