I've copied the change-status page to the IETF secretariat.

Eventually the cron jobs will run and copy it to http://www.ietf.org/u/chair/, and I will make a note of it on problem-statement.

Q: Should IETF and/or IETF-announce also get a copy?

I'd say yes, since there are lots of folks interested in progress who
don't follow problem-statement.
