Witness the situation where the chair is after the fact defining what the
working group agreed to. There was nothing about 'replacement' in the
question that was asked.

Coupling this with her earlier comment:
> I think it should be harder to add a new feature to a specification

shows that, now as AD, the bar for a disambiguated local range will be
higher if the pronouncement is allowed to stand, than what is necessary to
fix the existing specification.
