KRB-WG Chair

The krb-wg has a single chair, Doug Engert. He has asked for a 
co-chair.  The amount of work to keep up with krb-wg is more than Doug can 
spare, and budgeting constrains have been limiting his travel.  I plan to 
name Jeff Hutzelman <jhutz@cmu.edu>.  Jeff has lead many of the discussions 
at krb-wg interim meetings, so he is up to speed.  He is not a core 
developer, but understands many  of the issues and the workings of the IETF.

If anyone has concerns with this plan, please speak now.
