Comment:

The security considerations section mentions that TLS is considered
an alternative to IPSEC for SIGTRAN protocols in certain scenarios.
A pointer to 3436 would probably be a useful informative reference
here, especially since it describes some of the interactions which
a SIGTRAN deployment might wish to consider (multi-homing and
fragmentation among them).
